To protect/maintain essential City of Winters services, including public safety (police/fire), 9-1-1 police/fire response times, maintaining the Community Center, recreation and swim programs, library services, and preserving other general City services, shall the City Utility Users Tax be increased to Nine and One Half Percent (9.50%), the tax not to exceed $450 annually for each residential unit (dwelling), within the city limits (City Ordinance 2010-02)?
