To support continued city-wide maintenance of parks, street lighting, and public landscaping within the City of Winters, do the voters of the City of Winters by majority vote, adopt and ratify City of Winters Resolutions 93-19, 93-20, 93-28, 94-17, 95-18, and 96-18, establishing the Winters City-Wide Maintenance Assessment District and approve the current assessment schedule as shown in Exhibit A-1?
