In 2000 California changed to an “open” primary system, and this election result reflects how a voter within a certain party could vote for presidential primary candidates regardless of the voter’s party preference. This form of an open primary system was ruled unconstitutional by the United States Supreme Court on June 26, 2000, and was never used in any future California elections.
